For commuting, I fixed a £5.00 plastic box from B&Q to my rack with cable ties. The lid has catches so there is no chance of it blowing or vibrating off.
I also have my rear lights fixed to the back of the box. It carries my work clothes, rain jacket, tools, mobile phone, spare inner tube and a towel. It's 100% waterproof.
Done over a thousand miles with it so far.
