People who place lights there tend to have them pointing upwards too much.

Yeah, one of the reasons I don't have many any more is that good stay mounts are rare. Conversely, most people with lights on seat packs have them pointing too far down and swaying excessively. The UK bike light market is crap. You pick your poison...
