The passport shows fluctuations in figures which can be a result of autologous blood transfusions (haematocrit levels etc.), but they don't constitute any kind of detection of autologous transfusions themselves. If a rider only uses autologous transfusions and no other PEDs, then provided their haematocrit is always below 50 then at present they simply won't be caught. We can say that their figures are suspicious, but at the moment we can't say with a cast-iron guarantee that they used autologous transfusions (yet).

To the best of my knowledge that's still more of a future possibility to be deployed than a reality at the moment for detecting autologous transfusions.
