I dare say a good few years cycling, plenty of protein, and genetics...?
If you come from a family of skinny legs, you may never get 'proper' legs. If you come from stock with 'stout' builds, legs like these are (quite!!!!) easy to get.
Does that make sense?

Im buggered then. None in my family have had huge legs (or at least they dont now) and they dont have a big build to them.
Give me protein!!! Im going to go take a picture of my legs and photoshop it so they look bigger then Spandex's
