Hmmm. The 11mm hex was the answer, but it fits from either side and is incredibly tight, so I don't know if I'm tightening or loosening. Currently soaking in WD40 to see if that helps!

Tips.
If you have a vice on a workbench. Put the hex key in the vice and turn the wheel. Or get a short piece of pipe over the hex key for more leverage.
