There are no villages, towns, cities beginning with X in the UK.

Apart from Xeter. During the great war with Yorkshire of 1922, the town fell and was overrun. The invaders had an annoying habit of pronouncing every 3rd word with an E or Ee in front of it, and thus that's how it was pronounced.

When the town was finally liberated by the Iraqi Republican Guard in 1979 they discovered all the road signs now read E'Xeter. Due to cost cutting g measure of the Thatcher government it was decided that it would be cheaper to change the towns name than to replace the signs.

The government once set up The Cones Hotline folowing complaints that ice cream was being produced and sold in vast quantites and people had nothing to contain it in whilst they were eating it. Following some tragic messy food/nice shirt interface incidents the manufacture of wafer like cones was stepped up to an unprecedented level. Such was the panic among the general public the new cones were distributed free of charge at various venues.

No. The etymology of these names is completely different. These towns came into existence following the Divorce Act of 1563, which not only made divorce legal, but also made it illegal for divorced couples to live in the same town. The government of the time alleviated the problem by embarking on a significant housebuilding programme, very similar to the 1960’s “New Towns” schemes. These new towns, entirely populated by divorcees, all had names beginning “Ex”, as that’s where you sent your ex wife or husband when you got divorced.
