The National Transportation Safety Board in the USA have released findings from a Report into cycling safety. It seems they largely go down the "it's up to you to protect yourself" route of advocating conspicuous clothing and helmets, though they also advocate physical changes to highways especially at junctions. It is, frustratingly, difficult to critique their findings because they have chosen to publicise the conclusions in advance of publishing the report.
