The tyre will be there for resistance. Would a running parachute do the same job? Something like this: -

The tyre does so much more. Tie a rope round it and run with it for added resistance, flip it end over end on the ground for squats, back and arms, jumping in and out of the centre with "high knees", pull it with the rope from a seated position for arms and back etc.

Careful ... you're making it sound suspiciously like fun ;)

It's a bit more complicated than that...
Get your PT to show you some exercises that don't involve too much special equipment - variations on a theme of press-ups, tricep bench push-ups, punch-outs, crunches and planks can work out the whole core, abs and upper body without anything more exotic than a step. Add in a Swiss Ball and you've got a lot more possibility; a few weights or a fit-band (a thick elastic band) and you've got the lot.
