Funny you should say that, one review I read suggested the Bond girl became his job partner and the story line teed her up to appear in the next film.

There is a contract with the viewer in this type of film which appears to have been broken.

THAT, I think, is my feeling. We know it's preposterous. We know much about Bond is problematic these days. But one thing we love about Bond is that we know what happens. It's reassuring, especially in increasingly dark days. Whatever happens next, it will be a stretch of the imagination and maybe more than I am willing to suspend my disbelief for. I can't see any need for it to have happened.
I really enjoyed him working alongside the two female agents, I thought both situations were really well handled. And the Cuban girl was amazing! The series could easily have evolved without this ending.

When Fleming originally conceived the idea it was a single person but after 60 years of films with 5 different actors it’s a bit hard to keep that story going.They've obviously decided to go along with the old interweb idea that James Bond isn't his real name. I mean, this is a bloke who goes into bars looking for trouble and keeps casually introducing himself as Mr Bond - not very incognito!. And 007 is just a number, we've met other 00 agents before (one dies at the start of Octopussy)

So I’m very comfortable with it being an operational pseudonym given to various special agents who fill that role.
In the same way that M and Q change.
Same name, same role, different person.
