New wheels help

If i buy some new wheels for my Road bike do u i need to buy the rubber lining inside as well?

What is its proper name?

Assuming you mean rim tape, it comes with the wheels.

when you find wheels they will tell you if rim tape comes with it , if you shop around you can get free tyres aswell and tubes

some wheels don't even need rim tape (i.e. or to be more precise it's made as part of the rim).

If they arrive without rim-tape, electrical Insulating tape works just as well. All my bikes run insulating tape and I've been doing so for over 25 years without problem. Always make sure there are no sharp/rough spoke ends apparent.
