The Continental GP4000s are well regarded on here, I've got a pair on one bike and they seem as good as anything else, roll well and good puncture resistance.
Someone on another thread said the Vredstein Fortezzas were incredibly sluggish with poor rolling resistance, even to the extent that he thought his new wheels were faulty.

I cant say i have use conti 4000s , i have heard good things about them, i use vittoria rubinos on the commuter and michelin service course on the other

It's always difficult comparing wheels and tyres, different folks will have different opinions and experiences...all valid in isolation.
I have Fulcrum 5s, they've been very good and have a good few thousands of miles on them and survived a hell of a bang when I dropped a wheel down a storm drain. If the Quattros are similar quality, I'd not worry too much.

I generally ran Gators for years, excellent tyres, used them for many years commuting in all weathers and while they're not immune to punctures, I've never suffered that many and they're generally accepted as a good all round, relatively fast tyre. Slippery in the wet?...I didn't find them particually so except when they're new, they're quite skittish until the have a couple hundred miles on them, scuffs off that hard shiny surface.

Currently running GP4000 ii S...seem good, no punctures yet but haven't had them that long. TBH they don't feel any different than Gators.

If not pushing hard then you don't need the extra grip from the top tyres.
I run vitoria rubino's on my work bike at the minute. Great hard wearing and cheap. Wouldn't want to corner fast on them, especially not in the wet.
Gators are also good (a lot better grip in the dry, but worse in the wet)
Schwalbe Durano's are worth a look too

Have you picked all the rest except tyres and wheels? What is 'all the rest'?

Yep! Had a little help from a friend who rides quite a bit and looked at a few reviews. I have ended up with a Ribble Sportive Racing. Full 105 Groupset. Deda RHM 02 bars. Deda Zero 2 stem.

This looks like an excellent set up for your purposes and either set of wheels would suit although I would favour the Mavics. You may want to budget for a saddle in case this one doesn't suit you and get your friends to help with the fit
