Although not as long as that, Sram do seem to recommend a very long rear outer. If you follow their guidelines on a large frame some non Sram standard inners are almost too short.
Its how sram instructs you to do it, the angle the cable comes out of the chainstay that was the correct length to get it to enter the mech in a streight line, if it goes in at an angle it mucks up the shifting, same with my old tarmac

Apart from the weird aesthetics of it, I would be worried it would foul the wheel/cassette somehow. Worry probrably unfounded.
