New bike not been set up properly

I bought a Giany Defy 2.5 through the cycle to work scheme about 3 weeks ago. With all the minging weather (and been on hols) I finally got around to a brief ride this week. The gears (tiagra) seemed quite rough and I started to have doubts about whether it has been set up at all. My wife has bought an Avail 2.5 and got it last week. The penny dropped.
I hadn't noticed but my bike has no front reflector, no rear reflector and no wheel reflectors. She also has a nice bell and was given a user manual (not that useful to be fair but at least she had one).

My bike was pretty much chucked at me as the man in the shop was unimpressed with the fact one of his colleagues had accidentally given me an extra 10% discount.

It obviously hasn't been set up. Any comments on the legality of selling a bike without reflectors? I am not even sure I can ride it legally (never mind the sheer lunacy of it). The situation is complicated by the fact I am a 3hr round trip away from the shop.:whistle:

Take it back to the shop asap and tell them to sort it. As for the reflectors it is illegal to sell a bike with out front, back, wheel and peddle reflectors. But it is not if you take them off but they do need to be fitted to the bike before you take it out of there.

Clearly I am getting on their case but unfortunately I live 90 minutes away from the shop. It might be weeks before I can take it and it is a 150 mile round trip. The university I work for had a cycle to work scheme but I am based in South Cumbria so I had to get it from a bike shop a long way from me.
I was quite happy to take the bike to a local shop (where my wife got her Giant) for future upkeep. That is backfiring somewhat at the moment.

I would suggest that 150 miles worth of driving is a significant cost. It MAY be cheaper to take it to a local shop and have them sort out the gears for you. It should not cost a great deal, be worth discussing with them over the phone. You will not get the reflectors, but it will get you riding again.
