One option is to use a MTB double chainset, I recently fitted a 38/28 (originally 50/34)to my better half's road bike with 11 to 28 cassette (11 Speed) it works well, she now has a 27" bottom gear (1:1 ratio) and a 93" top gear, easily high enough for normal road cycling. The good point was that the SRAM Rival front mech works well with the small rings.
