Need new cycle clothes

Would it be more cost effective to buy waterproof arm/leg warmers than non waterproof ones?
I've seen that you can wear a buff to cover your head/ears and neck, so think I'll just buy one instead of buying a skullcap etc as well.

I wouldn't bother, Lycra dries quickly. If you think it'll be wet, get a light waterproof (although cheap often sweaty)

I wear one of these skull caps under my helmet which in conjunction with a neck buff means cold head/ears/neck are a thing of the past:

Surprised no ones mentioned Planet X yet, reasonable clothing at reasonable prices, they've got one of their continuous sales on at the moment, arm warmers going for £1.50 (+p&p of course).
