Yes it is but many pensioners will argue the toss its not and that they have worked all their lives for it etc. The fact you can have contributory benefits is something a lot of people over 65 cant grasp.
I would argue that it is not a "benefit" supplied by a benevolent government but something I have paid for. The fact that they squandered the money I paid should not enter into it. Perhaps this is a subject best left to the dark side.
