How do you think the mudguard should be fitted? Drill a hole through the mudguard and a screw?

Yes a friend of mine has custom made tourer and at that point on the mudguard its drilled and spaced with neat alloy spacers to meet the bridge.

you only need to drill if clearances are tight, which they are not.

also put tape or something between bracket and mudguard as they can rub together and break over time.

Just take the bracket off the mudguard and bend it flat then attach to frame then attach to mudguard , no need for drilling or cable ties

If its to far away from the tyre that way get another L shaped bracket and attach that to frame then bracket .

...............or just go for a neat engineered solution that doesn't involve the mudgaurd being way above the tyre or bodged with cable ties. Looks like its a beautiful steel Condor? It deserves a fitting solution to match!
