What annoys me is that it is so very simple
The registered owner has a responsibility to ensure that his vehicle is insured when it is on the road
If they can't identify who was driving the vehicle at that point they prove that it was insured
So impound the vehicleuntil they provide evidence that the person driving at the time was insured
Oh so simple
