If it is, the clip is on the inside, so the only way to undo it is via the screw.
Then you can pull the clip, if you want to fit it to a bigger diameter.
Why didn't I think of thatTry taking the seatpost out and sliding it off. You'll get to the clip then.

Will try it after work - though the bracket is fixed on pretty tight.
