They are indeed. It's a fine for the illegal technical assistance. Or, in this case nothing at all because the UCI can't be fussed enforcing this particular rule at the moment.

As usual they decided it was important enough to write a regulation, apply it for a bit and then forget about it when some other incredibly important thing catches their eye, write another regulation, and so on.

Edit. I'm wrong about it just being a fine. DQ of the rider was an option. I didn't realise they there was actually a bit of a fuss about it as spent the weekend in a rather isolated place (Manchester) .

Kristen isn't getting any sympathy from me by repeating her "two wrongs make a right" approach. Pro Cycling has always had these issues, that doesn't give you a valid defence. I can't help thinking fewer people would object to her DSQ if she wasn't a popular female rider.

Still, it all keeps those clicks coming in. Yay for Bike Racing!

I just find it amusing that the butterfly minds of the UCI flit from one obsession to another and then suddenly find they've painted themselves into a corner by inventing and then forgetting about a rule which, if applied, would potentially DQ a popular rider from a high profile race.

I realise that there is need for nuance - eg somewhere between a regular sticky bottle and a Nibali-esque tow they have to draw the line. But they don't help themselves by building a big catalogue of detailed and specific rules that they then find themselves having to ignore.

It also undermines their authority when they do crack down on important things like crimes against socks or the display of WC stripes.

It would be much simpler if they stated "everything is forbidden" and left it up to the commissaires on the day to decide which forbidden things to allow. I'm sure Henri Desgrange would approve of that approach.
