Depends. He tweeted he was on the start list last week, and today back off. He has been vocal about it on Twitter. If he hasn't the form, then he maybe shouldn't ride.
 
I was sure Dowsett was on a startlist for Movistar but it seems not. Instead we've got two pantomine villains in Gadret and Valverde: Booooooooo, hisssssssss

Millar seems to be taking it badly. Unfortunately for him he has not had the best season, and climbed off in both races over the weekend, complaining of a cough. Procycling is a business, so Vaughters had to make a decision to bring his best 9 on current form. Shame but reality. Dowsett also had a cough.

It mean's the main course of his cycling film is rather banjaxed too.
Slightly surprised Garmin didn't handle this very well given Millar's role in setting up the team.

I don't think Millar finished the time trial or the road race In the national championships.The end of a carrer.
As I understand it he had a chest infection. Whether he would have recovered enough to ride the Tour is debatable, but if he felt he was fit enough to take part I would have given him the benefit of the doubt.

Seconded. He's one of my favourite's in the peloton. He was the first guy I heard say 'Froome-Dog', which has led me to assume that the British lads got together and decided whoever was interviewed that day would invent a nickname for one of the others.

Taking this further, my wife and I have assigned other gangsta inspired names to cyclists. Millar is D Milly, then there's B Wizzle, Da Porta and Kensta. A formidable group of ruthless assassins.

I see your point but Millar's inclusion wouldn't help the English position, him being a Scot an' all.

It's just business and the job of a team is to maximise their chances. No room for sentiment "because it's his last race". DM had an awful championships, in the TT he stopped after a lap having been caught by Thomas (was then cruising and coughing fit to bust). I happened to be at the point in the RR where he was throwing up and coughing all at once, looking ill. The Tour starts in a few days, if I were a manager with targets to achieve I wouldn't risk it. Tough but that's how professional sport operates.

Mr Yates in now. But your point is what? If the TdF started in Serbia would you expect some Serbian riders to be included by teams simply because of the start location? Illogical.

Exactly - he's not on form and probably ill. He can't ride the TdF - it would basically mean Garmin riding with an 8-man team.
