Deliberate, clear cut time wasters like that should have some of their time wasted...in front of a Magistrate.
It sounds so ridiculous that one can't help wondering if the woman in question was... just too stupid to realise that she was being stupid? As in -mentally incapable of seeing the problem. If so, let's cut her some slack. If she is just a self-entitled fool then yes -

On that subject... Is it worth phoning the police to report very poor driving (especially in Covid times)? Things like drivers overtaking cyclists at high speed and at less than one metre separation. Activities that could have resulted in tragedy, but didn't.
I wouldn't expect the police to contact every driver reported like that, every time, but it would be nice to think that the information would be taken seriously and logged somewhere so the driver could be warned after (say) 3 such reports, or maybe given in evidence if there subsequently were to be a tragic RTA.
