Agreed, and I would assume that on a road bike the swapping of one spacer at a time would create less of a change than flipping the stem..?

Reading the op's post it sounds like they have just angled the handlebars up not flipped them, so angle them down a bit then see how it goes, if necessary start taking the spacers out one at a time till comfortable, then adjust other stuff as necessary, its likely that if you change one thing on the setup you will upset something else and want to change that.

Depends on stem angle i suppose , it could also be a pet hate of mine seeing a stem pointing skywards with a stack of spacers on top.

This is more rigid for the same bar height than stuffing the spacers under and having the stem pointed down.
