I'd say you could probably manage up to 22 1/2" old-school comfortably. Above that, the bike might feel a bit unwieldy and standover clearance would get a bit marginal. This Raleigh Gemini of mine is a 22 1/2" frame and it's set up for around 5' 11" height with an inside leg of 33"-ish. At my size, it wouldn't want to be any smaller because of the limits of seatpost & handlebar adjustment but is still comfortable all the same.
Incidentally, if you are looking for a flat-bar bike not drops, and you see one of these come up cheap, grab it. I only paid £20 for mine and it's still like new even though it's 30 years old. They are Reynolds 531 touring geometry frames, light by steel standards - and ride very nicely.
