I had judder issues from the front canti on my tourer. I seem to have solved them with some Tektro RX6 mini v brakes.

They need to be set close to the rim but work with the normal sti levers

I want to put some 26" wheels on a frame that originally had 28" wheels

because with the seat at the bottom, its still a touch too high for me
Why do you think it is "too high"?
How does reducing the size of the wheels make any difference to the key distance for riding your bike: the distance from the saddle to the pedal at 6 o'clock? Wouldn't you be better off fitting shorter cranks? You do not need to be able to put your feet on the ground when sitting one the saddle (in fact if you can, you've got the saddle set too low). Or follow @User / @mcshroom advice above. Putting 26" wheels on is not a sensible solution (for the reasons implicit in the discussion above) - unless there are factors which you've not shared.

Purely personal preference, I prefer to have both feet able to touch the ground, don't like the said straight leg to pedal at 6oclock. incidently, if it makes a difference it is not a road biker/racer, I prefer more of a cruiser position when it comes to bikes.

Centre-pulls are better than side-pulls when you go over about 60mm reach. 100mm is too much for anything except Vs/cantilevers though. I have one of the 100mm+ side-pulls on the back of a Raleigh Twenty with 406 wheels and it is totally useless. I need a coaster hub.
