I use mycyclelog to keep track of my mileage and times. Re the timing what does everyone record, i.e. moving time or actual time?

Reason I ask is tonight my commute moving time was 8 minutes less than my total time and therefore my average speed was a lot lower than my average moving speed.

I have been erring on the side of caution and recording the total time taken

I record average rolling speed. For me I want to know how long I have been pedalling for, rather than how long I have been sitting at the traffic lights / level crossing.

You could always record both.
 
I just record moving time, so it is the same as my cyclo computer which does not long time when stationary. how long I sit at a set of traffic lights or a roundabout/crossroads trying to get out is not, to me, important - safety is so I personally would not worry about actual journey time - but I have a crossroads across a busy A road that I can stand and wait at for 5-10 mins waiting for a suitable gap in the traffic - if I was worried about actual journey time, you could be tempted to take unnecessary risks.

If I was a commuter I would record moving time because of the stop start nature of the ride. I am a recreational cyclist and my rides take me straight out into the country. There are a few points where I could end up stopping at traffic lights/roundabouts but not for any length of time. I, therefore use 'actual' time and treat any enforced stoppages as 'rest' periods.

I just go by whatever time my Cateye Strada tells me I have been riding for. It stops recording the elapsed time once you have been stationary for a set length of time. Not sure what that "set length of time" is; but as a recreational cyclist who spends very little time in built up areas, it doesn't really matter to me.

My average speed for tonight jumped from 13mph to 14.37mph. Though I think tonight was an exception, my normal stopped time is normally only a few minutes.

Depends why you are recording your times. If you want to see how your short distance efforts are progressing, then average moving speed seems the best. If you want to know how long it's going to take you to get somewhere, then actual speed might be more relevant. Another example for using actual times might be where you were recording your overall efforts on a long ride.

The mileage is more important to me than the time, I just wanted to record my time at whatever the norm was so I was comparable with other people. I know there are a multitude of other factors that mean a comparison cannot sometimes be made, but for example if someone quotes they average 14mph I know I could stay with them, but if they quoted 18mph then I would struggle.

well at 14mph, you'd have me beat, I use moving time, but I also know my overall avg sp.

I can make around a 16mph avg moving speed on short journeys of 10-15 miles, but if I did the MILES Nigelnaturist does, I'd be slower, more like 13.5mph.
Thanks Andy, you dont want to know my overall avg on some journeys, mind the worst ones are commutes in traffic, or when I have recorded a whole day as one outing, like when I am at the hospital or the photography group I can have 2 hrs plus added on the overall journey excluding any other stops.
