I suspect the touchpad is just switched off.

There's nothing glaringly obvious that is the root of the cause, but I doubt it is a problem that will affect you. You probably need a firmware update, although Toshiba probably haven't done one.

I'll give the fn - F5 in Windows ploy a try later, thanks.
