Linking to specific parts of a wesbite page HTML

How to?

For instance, if I want to post a link that automatically takes me to the to the section 'B Tension Adjustment' on Sheldon's page (link below, about 1/3rd down the page) so that, when clicking the link, it takes me to that specific part of the page, and not have to scroll down to find it? It's called a 'jump'. I know basic HTML, but this, I don't.
