I can tell you, from an expert point of view, healthcare in Lincolnshite is absolutely shite.

I'm an expert too = parent of 3 children born in Lincolnshire, son of a man who survived two heart attacks in recent months, son in law of man who survived 4 heart attacks in last two years, father of a daughter who has visited A&E several times due to serious health issues...each time the treatment has been exemplary.
You sound as if you hold a grudge of sorts?

I will add "Oakham" into the mix, not sure how that suits your budget though but an excellent cycling area

Boston's not great; hellish bottleneck and not good for cycling (I still quite fancy doing a Boston to New York and back forum ride for a laugh), BUT it does have the rather wonderful Nikita's for some of the best bacalhau outside Portugal.

Bourne's quite decent as previously recommended, but I reckon Navenby is a pretty good place to live: big enough for some shops, including Welbourn's bakery, home of the best plum bread in Lincs (opinions vary wildly on this). Frequent bus service to Grantham and Lincoln.

Avoid Bardney - apart from people leaving doors open and causing a draught, you might run into @screenman. ^_^
Ask Dave Yates what he thinks of Lincs - he moved down from the North East to a rural smallholding near Coningsby. He's on yacf as bicycle repair man. Seems happy enough with his decision.

Thinking about this a bit more, what makes a not so nice place.

Young uncaring loud chavy families, total disrespect for neighbourhood
Neighbours who park across your drive every f**king day and never listen to you being polite asking them not to do it
Parties until 4am, then leaving other neighbours who had nothing to do with party, to clear up broken bottles and paper plates
Calling the police because the party has turned into a broken bottle fight right outside your window
Too many people in an area
Language barrier
Rented property to rough families or unemployed lay-abouts

I must sound very miserable and probably quite Victor Meldrew / Mrs Bucket but please believe me, its awful here. I have seen the area I have grown up in be kicked and stamped on by people who just couldn't care less about anyone but themselves.
Its got so much worse since property has been rented to party goers and drink/drug users, those who walk about showing off their pants holding a Staffordshire Bull Terrier to look hard, gangster init. I'm guessing council housed or just not checked out before hand. Estate used to be privately owned and wonderful.
There has been a handful of neighbours, us included, who tried to stick it out and try to keep the street nice but its a losing battle. They have all moved on, we are the last original family left, we want out.

We all know what a nice area is without sounding stuck up.
