Decals aren't a showstopper as regards just refinishing and riding on a frame. They can always be used unliveried or with just a minimal headbadge or whatever is readily available.
May I suggest Record Vice Blue? Or more correctly I believe it's called Roundel Blue (and yes I've got Record vices on my workbenches). Another colour which would look really good on an old steel frame is BS381 #106 Royal Blue, slightly darker.

There's no sustitute for seeing paint in the flesh though. Computer screens aren't great and I bet everyone who has looked at your pic has seen a slightly diffferent blue shade!
I like the workbench idea a lot, handy to be able to move it to where you need to use it. The salvaging and repurposing of a bit of otherwise scrap equipment is my default method of doing most things. As you will no doubt be well aware, that's actually a woodworking vice, not an engineer's one but it's probably a better tool for holding a bike frame.
