I think a distinction has to be drawn between children and brats. I have no problem with children who sit quietly with their parents and who have clearly been taught how to behave in public. However, brats of any age squawking and screaming, running about creating havoc with the interminable demands for attention should be banned from within a mile of any pub. Given that they are taught such behaviour by their parents, maybe they should also be banned.
