I've seen it going on at national level and nada was done. Gear checks and enforcement of restriction can be surprisingly lax, even at that level.

yeh the comm's are pritty strict, you should of hurd them at the star of the derby national trophy, shouting at everyone, NO OVER LAPPING WHEELS, OI YOU, NO OVER LAPPING WHEELS...
