They're not Street Works. There's probably some advice from the Home Office or ACPO or something that's not keeping up.

Indeed they are not, but they represent a code of practice protecting the RIGHT of cyclists not to be selectively prevented from using the road. The dibble can wipe their arses all over it if they want, but they do not have the moral right to selectively discriminate in such a way. The code is official recognition that councils and contractors have to acknowledge that should not be done, so why do the Dibble think they can do it solely for the sake of convenience? If people don't bitch about it officially, they'll carry on doing it.

A letter to the area commander is worth 10,000 posts on here.

Maybe you should have ridden through the closed lane and demanded that your velocipede be checked over...

Once done, you could continue on your way having not left the cycle lane (unless you were hauled off to gaol in a black moria for contravening a law or two)

Carefull - most cycles WILL fail on something if you p--s the coppers off enough - pedal reflectors perhaps ?
