It's always possible unless you know more. Italy used to have a bit of a reputation for that sort of thing, maybe still does.

I think there are EU rules which determine whether you can claim something is made in a particular EU country, but seem to remember that there is maybe an "added value" clause/allowance, which might give room for wiggle/creativity. ie: we added mega value by putting it in a box, sending it back out the door with a "made in ***" sticker on it. Folk feel free to correct/educate me.

No you're spot on. The components can come from all corners of the globe but if they're screwed together in Barnsley it's "made in barnsley". It's been that way for as long as I remember...
