That giant looks decent. Tiagra is an absolutely brilliant groupset. If you can get a bike in budget then I'd spec that at the minimum. Merlin have this https://www.merlincycles.com/sensa-romagna-tiagra-road-bike-2018-106187.html good spec and cheaper than the giant you can get some discount points as well as they have a decent scheme.

I have a Giant Defy on my Turbo trainer in L and I am 6'4. I do have a 130mm stem on though and it is slammed.
