Inner tube markings

The inner tube I've just had a puncture on has the markings 700x28/32c on it, a friend gave me some new tubes but they have 700x28/38c on them, could someone please enlighten me as to what is the difference between the 32c & 38c and am I okay to use them?

I think 700x28/32c fits width 28 to 32 whereas 700x28/38c fits width 28 to 38.
So you are ok to use it.
