I have visited family in Minneapolis. They said that there was an awful lot of Swedish American immigration into that part of the country, hence the accent. Though they did say it was slightly accentuated in Fargo for comedic effect.

I thought the accents in Fargo were very Canadian sounding. Like slow scottish.

I've spent time in Northern Minnesota, which is along the way from Fargo, and, yes, User1314 has it right. Swedes, Norwegians and Finns. Although the Finns are a little different. People say 'Oh, now, he's Finnish, that man', and there is sage nodding all round. 'Oh, right, yaaah, he's Finnish' they say.

All of which may have nothing to do with the drink problems in that part of the world. If you go there, I'd limit the amount of time you spend on the roads in the late evening.
