Neither. Both your statements are the same, and they don't correspond to what I am suggesting.
The statements:

a) Only men have drills and
b) Females do not have drills

are not equivalent, even if you disregard the fact that people may not identify as either male of female.

The fact that they are different can be shown by imagining that all you know about a person is that they have a drill. If you also know 'fact' A, you can deduce that the person is a man. If you know they have a drill and only know 'fact' B then you cannot deduce the gender of the person.

What were you suggesting when you asked someone if they were a man in response to them saying they didn't have a drill, by the way?

Hang on, if a person has a drill and "females do not have drills" is true, then surely that person is not female? Or do you mean that "females do not have drills" is equivalent to "some females do not have drills" but not necessarily to "all females do not have drills"?

Hey, you'se leave @I like Skol alone, he's my pal.
And a man should have a drill: a woman should too, of course, I myself have one with several bits.
But, imo, if a man and a woman get together, and the man already has a drill, the woman does not need to have one, unless she already had one when she met the man.
If she had a drill, and he did not have one, but she does not know how to use it, he should know or learn: this is because she obviously can't be bothered or she would already have learned how to use it.
If neither had a drill before they got together, either can purchase one and/or learn how to use it, but a drill must be available in the household.

However, if you know the 'fact' "only men have drills" and someone has a drill, you know for certain that the person in question is a man.

This demonstrates that the two 'facts' are not equivalent.
