It's a HOY. What's not to like. Spec looks OK to me, but what would I know.
It looks a good bike for the money and I can't see Chris Hoy putting his name to a rubbish bike somehow.

I had a look at the Hoy before I bought my Boardman,It seems like a decent bike for the money but the single 38t ring on the front meant I would be spinning out all the time, I suppose it depends what sort of riding your nephew was going to be doing.

Something to be said for simplicity, no front mech to get filthy or adjust.

I see the bike has a chain guide.

Not sure why it needs one.
 
I have this bike too. Got it last year and am only rediscovering cycling so am a beginner really. So glad I chose this one. Had a test ride at Evans and it felt good. It can go fast (or at least fast enough for me) and is smooth and a general pleasure to ride. I've read the reviews on Evans website just now and two things come up there which I would agree with. First the saddle is not so comfy and second the peddles don't seem too good....not very grippy (I just wear trainers). I don't have anything to compare it to but these cons seem to be valid. That is being picky though...the brakes are great, its light enough and just fun to ride.

update.

He fell in love with the bike on test ride, and bought it.
he is out on it everyday now
 
Thinking ahead here, I have a Hoy 001 which I am very happy with, it's so nippy and fun to ride, ....just wondering a couple of years down the line if I increased my budget to 600 or 700 at an absolute push what would be the best upgrade on a Hoy 1. Obvious answer is Hoy 2, 3 or 4 no doubt but outside the Hoy range but still a hybrid for paved canal towpath commuting mainly.
