I also wear Neoprene kayak gloves when it is raining.

Your hands do not keep dry but they do keep toasty warm.

Another vote for neoprene booties. Whatever brand you get, you'll likely want to reinforce the sole at least. Otherwise, you'll get limited life out of them.

Use ShoeGoo. There's a page in the VeloWebGarage on how to make them bombproof. I've gotten 5 seasons out of one pair by following the pre-emptive reinforcements detailed there.

On edit: On really cold wet days here, I'll add a pair of coated-nylon covers over the neoprene, for added waterproofing and warmth. Otherwise, one's feet will soon succumb to the cold. Painful lesson.

Issue is, my feet REALLY hurt when cold and wet..
But not when they are warm and wet. As Jimbo says, it's impossible to keep them 100% dry, so put your effort into keeping them warm - shoes with room for thicker socks, decent neoprene overshoes etc. Perversely, keeping your hands and head well covered will also help with your feet.

I have a friend who wraps his socks in cling film during the winter months to keep them from wet and cold. I dont go for it but it sure works for him
