I used to let my fitness go in the winter and start again in the spring. I would often fly out to Spain in March having cycled less than 100 miles since November, then launch into cycling 50-80 miles a day for the duration of a 2 week holiday, with one easy day after a week. The first week used to half kill me! I'd start to feel strong in the 2nd week, but then get exhausted by the time I came back. I would invariably catch a cold as soon as I got home, and do nothing for a week or two, then I'd start riding again and be feeling pretty fit by the summer.
I had about 12 years of cycling experience behind me so I wasn't starting from having no fitness at all. Even after 3 months layoff, I could always go out and do a 50 mile ride without any build up, but that isn't really a very sensible way to go about things. 'Little and often' makes more sense, with a gradual increase in the length and speed of your rides. Push yourself a little, but not too hard.
I don't have any experience of steroids, but I have been very ill over the past year so I have been fairly careful (most of the time!) not to push myself too hard. I am only now beginning to feel my strength slowly coming back.
