how difficult to drill out seat tube bolt?

it has a allen head on one end and a bolt on t'other.

A bolt or a nut?
Better still what about a picture? We can get this out!!!!!

not cheap allen keys, it just will not budge

Have you tried to shift both sides of the bolt ?
I remember one of my bolts had a locating tab on one side that prevented it from spinning when you undid the other end of the seat pin bolt
