As already identified they are cheap non-serviceable pedals.
I would take them off the bike and support them so the axle is vertical with the thread uppermost and then pour oil in until they are full. Leave it overnight to penetrate fully then lay them on their side to drain excess off. I have used this method on a number of restorations over the years. I use Ford engine oil (5/30) because I have almost a gallon left over from when I last owned a Ford.
