The steps/ramp is between the very last two instructions on the cue sheet - Turn left onto cycleway (39.4 miles) and Continue onto Weavers' Bank Cycleway (41.2 miles)

I've got a whole set of routes in the Eden Valley which you could mix and match to make what length - all checked and awaiting the nod from a certain lottery organisation

There. 40 and a bit miles. It starts at the station, but if anyone comes by car, the route goes past a big car park on the outskirts that is free (and empty) on the weekends. Start by 10am on a saturday and the City is fairly quiet and once out on the country roads, there's not much traffic. This is one of my favourites

A loop of the lower Eden Valley and all on quite roads. Train stations at Wetheral, Armathwaite, Lazonby and Langthwathby.
Can be shorted by crossing the Eden at Armathwaite or Kirkoswald/Lanzonby to create shorter loops.
Some good gradients offset by some excellent downhills. Plenty of refreshments on the way too.
Could be extended to link back to Carlisle without too much trouble

I hate to sound like a sour puss but as I see it eLight. You are reasonably new to cycling, you haven't done any major routes or events, you only have a vague idea of what sort of organisation you want. Despite all the good advice from the very experienced contributors to this thread, you still really haven't the foggiest idea of what you are taking on.
My advice for what it is worth.
1) Forget about organizing any event for at least two years.
2) In that time volunteer to marshal and act as general dog's body on as many of the major charity events as you can.
3) Ride round Carlisle in ever increasing circles starting from a set point and noting all possible problem spots that you can.
4) After two years come back and organize a great event.
If the above doesn't suit you; think of organizing an event based on Talking Tarn, not round the tarn it's self but starting from the Tarns car park and circling round it on the minor roads, plenty of us's and downs on reasonably quiet roads.

Thinking about it, there is a set of (I think) annual charity rides out of Carlisle in the autumn called Cycle the Solway. It may be worth talking to them about how to go about things
I'd say that it isn't for new riders, but anyone who has been cycling regularly and can do between 20 and 30 miles should manage it fine. After all, it isn't a race and you can take your time. I'll get round it in about 3 hours, but 4-5 hours would be an easier pace. Some steep sections, so having a nice low gear is advised.That's great, @MikeW-71 , thankyou
Lanercost Priory at mile 25 has a nice little Cafe in the grounds and plenty of shops in Brampton too. Or you can use the cafe at Birdoswald itself. Lanercost is probably the best, you have a mile of descent to get to it, and you will need the refuel for the climb to get out the other side.
It actually starts right at the front door of the station

Don't forget that the footpath there is shared use, so once you get to Caldewgate, you can stay off-road past the Castle and turn down to Bitts Park from there. I think I'd be tempted to take to the road once you first hit Carlisle and stay there until Caldewgate, that part isn't bad.
@Cush Thankyou for your advice! However, I am only one member of a fundraising team. I am the researcher and I am in charge of much of the admin work Once I have a chosen route and have contacted all the necessary parties, (Cumbria council etc.), we will be sending a few riders to follow the route, along with a member of our team in order to safeguard the event, sign post the area if necessary and we have an extensive insurance policy in place, which has been used throughout our history of successful fundraising events. I was clueless, to begin with, about cycling.. but I am not afraid to ask questions, most of which I'm sure blatantly advertise my lack of knowledge, but I have learnt a lot! I do have every faith in this event, even if we are only in the preliminary stages.
@MikeW-71 , and all of you who have been much more helpful than expected I met up with my boss today, and she loved the idea of it being a round track, so has chosen @MikeW-71 's Carlisle route. She is very excited about it's closeness to the train station and it is also only 3 minutes away from a bike hire shop. Is it already signposted (I'm guessing not at every stop as you composed it) or will we have to signpost it for the event? I just have to locate the nearest public use car park and - hopefully - we can get the wheels in motion!

Anyone with a GPS can download the route I've posted.
Easiest public car park to get to is at about mile 2 on the Rosehill Industrial Estate. It's right next to the motorway junction and is free. If the ride is done at the weekend, it will also be very empty (it's huge BTW). Anyone starting from the station will ride right past it.
