Surely it's as simple as.....choice?
Wear if you want, don't wear if you want. It is, and should, IMHO remain a choice for the individual.
I do wonder why folks are happy to give away their freedom of choice though...be careful what rights you happily give away, legislation usually follows the hammer/walnut route.
You might just find compulsion comes along with other 'expensive' requirements, whether that expense is financial or enjoyment sapping, I don't know.
FWIW, I wear, partly through choice, partly through my partners fears, certainly not through any solid belief I'm much safer through doing so.
