I think MikeW might be right the races fit alternately i.e one up one down and not both the same way round. I'd just check that before admitting defeat, good luck anyhoo,

it is top one with balls facing down towards the ground and bottom one faces up with balls towards the sky

I did initially fit the bottom one the wrong way round facing down rather than up so maybe I screwed it then when I tightened it.So when I put it the right way maybe it was knackered by then. Dropped in the shop this evening and apparently the best thing is just to change the whole headset. When I was shown one that looked a better option just pop the two halves in each end slide the fork through and job done I guess. Will know more tomorrow

slide two halves in and put together one is called? sounds like the above sealed semi-integrated
