You need to distinguish between lights for seeing and being seen. I would be interested if there is any objective evidence but in lieu I assume:

Lighted streets - flashing lights best for being seen - stand out from background.
(not much need for seeing lights so stick to flashing)

Unlighted streets - steady lights best for being seen - helps others determine you speed and distance.
(And flashing lights useless for seeing so no contest)
