Why should bodging changing the headset have damaged a carbon fork unless the steerer tube is also carbon?

The steerer tube is the part of the fork that fits into the head tube of the frame, and is hidden by the head set, spacers and stem. Could well be alloy if the rest of the frame is Aluminium, but some forks are all carbon, the blades and the steerer tube. Consult your LBS.

It shouldn't, unless you over-tighten the bung, which can stretch the carbon tube enough to make it difficult to remove the stem.
