the Spa Elan looks great although tyre clearance looks limited - I'll enquire on this point as would like the option of 40mm+
Genesis steel CdF seems a strong option but a little heavy given the price, although secondhand is an option if available
in all cases looking to have thru axles and potential of big tyres for mud, this seems more common on the newer frames
The Spa Elan (in TI version) will take up to 35mm tyres with the standard mudguards easily as I did run it for a bit on 37mm Vittoria Voyagers with minimal clearance, but I don't know what it will take without the guards. However, as it's QR all round (unless they've changed the spec very recently), it's probably off your list.
