I think the NightVisions are waterproof and not too heavy 
I got one of these from them, it is a bit boil in bad if warm but pretty waterproof and keeps me from freezing (as is my main issue when wet). Perfect for getting caught out, I am not going to choose to spend more than 30 mins in rain if I can possibly help it. I spent months looking for an inexpensive, fairly packable jacket that keeps me dry, fits and is light and only cost 20 quid!

Have a look at Discount Cyclewear under Jackets/Gillets - Northwave: they've got jackets that are both wind and waterproof including convertibles.
The website isn't very informative, you'll need to research the products elsewhere, and they have limited sizes (mostly end-of-line items I think).
However, the prices are good and they seem a decent outfit: the mitts I ordered at £15 weren't in stock so they offered me a pair they were selling for £50!
They also have the best price on socks I've found: ordered six pairs of Northwave Competition for just over £20 inc. p&p. The next best I could find were Prendas Ciclismo who do four pairs for £20.

I've the opposite problem of getting cold on rides. The Gore phantom jacket is great- on really, super cold winter days I will wear that as a softshell over a baselayer with a water proof on top.
The other option if you have a tendency to overheat is to buy the Gilet and arm warmers in Autumn and invest in a decent (you do want to spend money on waterproof and breathable jacket) jacket a bit further along in winter.
leg warmers are great for the transition from summer through to winter - I find that I need a heavier weight bib tight/leggings in the winter but have done shorts with leg warmers on less wind chill days but for me my legs don't usually get as cold as my torso.

I'm a warm-running soul and find Gilets are the business. I've had a cheap parrot Zati-light which is nearing the end of it's useful life but it's been brill. I'd happily get another and at £15 it's a bargain, but they only have XL in Orange :-(
Probably one of my best ever bits of kit - and it's very basic, mine's nylon with mesh vents.
However, you get an idea from the spec. Planet-X used to do an identical one.

I have an old Altura lightweight jkt which I wear instead of or over the top when it get seriously cold or wet. I found it's been a great combination for a wide range of conditions and each fits in the others pocket happily giving flexibility.
The Gilet and jersey or armwarmers can be worn in pretty heavy rain and keeps you fairly warm and relatively dry as long as you're riding.
Worn on a hugely wet FNRttC - 2nd rider:

Actually, the photos show different strategies for different folks, some go for full waterproofs, me the Gilet and the likes of dellzeqq wore just their jerseys and it rained most of the night. I rode back to London in the same kit and it was stair-rods!
